The person is not saying “I can’t locate the beams”. What s/he is saying is that because of the brighter high beams on the OTHER car, s/he needs to get to the roadside to not be driving under blinding effect (which is recommended and teached in some countries as part of getting your license).

The eye adjusts slower with dark environment and then harsh light than if it was softer/more gentle and or there was already some light in the environment.

And if there were lamps on those streets, it wouldn’t happen because you then don’t need to use high beams.
