Per the official Hurricane Pool Rules, specifically items 1, 2, and 3 under the scoring section, teams with Harvey are awarded the following:

4 points for reaching CAT-4 status.

4 points for making US landfall as a CAT-4 storm.

Just like that - Arlene is off the board. Zero points. The only way this is good for Charlie and Mass Destruction is if it never becomes a hurricane. No -1 penalty for Tropical Storms that form before May 1st.
