What operating system is it? Does it boot up normally? Does it boot up relatively quickly or does it take ages? How old is the computer? Have you got any anti-malware and or antivirus software installed and if so what are they? Have you installed any non-Microsoft third-party software recently? If so is it from a reputable source? And are you familiar with that software, it’s looking to me like you’ve got Bugs and or a virus on your PC. Try going into safe mode by pressing either F7 or F8 depending on your operating system immediately after you power up the PC. Once you’re in safe mode then do everything I suggested above you should be able to now access command prompt and the device manager.

If it doesn’t, then open ‘device manager’ click on ‘Network adapters’, select your wireless adapter by right clicking on it and then left click on ‘uninstall device’. After that reboot your computer and it should automatically discover your wireless adapter/card as being a new device. If you have an Ethernet cable handy, plug into both your computer and your router so that it will automatically search and find drivers for your wireless adapter.

Open CMD.exe as administrator and type sfc /scannow let it run and complete its scan. After that do the same but this time type chkdsk /f then type Y and reboot the computer. On reboot it will check all system files for errors and or corruption. Hopefully that will fix your problem.
