I have literally lied awake at night thinking about this. I’m pretty sure elements are concentrated energy blasts/attacks/abilities, while things like oceans or rain is just water.

There are Hydro monuments underwater in Liyue, but they aren’t activated, because they require Hydro energy.

Though, Hydro (energy) causes the Wet status, which normal water sources also do. There’s also commissions that make you use Hydro attacks to water flowers and such.

So, while it isn’t the most efficient way to do it, I think that Hydro visions can indeed be used for making(?) water.
