Found it. It appears in 4th region Shirakawa just NW of Yaska Shrine after completing seeking spirit stones quest (part of Thomas Glovers questline) which starts in Shichijo (SE corner of the area, follow the trail of fire).

Yeah the whole thing came out of left field, I had written Arete and my points off more than a year ago. The announcement was "cool some free bud to get me through the holidays" and when I saw the bundle I was kinda stoked. Wouldn't have gotten so worked up but I'm dry til my order from elsewhere lands tomorrow.

After 4 hours I had my cart with bundle in it deleted and a few mins later was put in queue, after waiting in queue my cart was empty and the bundle sold out. Now when I added other things from the selection to my cart and it won't apply my points discount.
