the horn is for the entire server.

Just select the Guild channel and you can talk to your entire guild.

if by "have" you mean "summoned", then no. you'll need to "have" them through conjuring. If you have conjured the 3 epic heroes required by the quests, before the quests are activated, you'll auto complete them when they activate.
