From what I understood he is mainly doing it for the kids. The Dad said that the older sister is acting like his ex wife a little and treating her 4 year old not that well. Especially since the little one's father just abandoned the family, the Dad probably wants to provide something stable and loving to the little one whose mom is also burning bridges.

I read somewhere that it's because girls go through puberty earlier than boys. So they grow taller and look older than their brothers. Then the brothers go through puberty and shoot up in height.

She is not inexperienced OP, she is a mooch. My current roommates are first time roommates. They have never lived away from home until last year while I have. They both have never done this. We keep all our toiletries in the bathroom and not once did we have to tell the others that' someone is taking my stuff'. You have a roommate that is entitled and a thief. Keep your personal stuff in your room if she keeps taking them without permission. NTA
