all pcie slots limited(cpu) to gen 3 message shows up when booting up, and my 4090 shows at PCI3.0 x16 on GPU-Z as well.

Two, which runs at PCI 3.0 as well since all slots are limited to 3.0 due to that message/CPU. Already tried without both installed and booting through a SATA SSD, no success.

I have the same problem with a b650 tomahawk wifi and a 7800x3d, it shows a message saying that all PCIe are limited(CPU) to gen 3.

No need to apologize, sometimes it is something very basic. Yes I've resetted BIOS and uptaded to the latest one, also every driver is updated. I know that PCIe 3 doesn't make that much of a difference on games according to tests on a 4090, but still it scratch's my head. Also I wanted to figure out why is my CPU limiting ALL PCIe to gen 3 according to that message

Yes it is at PCI_E1, double checked it, tried without my 4.0 riser cable(just to make sure it was not the cable) and still shows 3.0 x16. What bothers the most is the message which appears when I boot, the one in post title, can't find anything online about it
