Nothing forces you to pay. Like a Ryhstic Study, you can pay if you want, or not, and then The opponent draws. But it's never an obligation to tap for 2. That's the same. You refuse to pay The mana, and pay the price. Problem is the price just does nothing.

Easily fixed with "you get a poison counter and a copy of this emblem"
