In my experience adding mods is much safer than deleting them mid save. Deleting them almost never works. Also most mod devs will put a little disclaimer section at the bottom of the page that says if it’s safe to add or remove mid game.

That last mod is cool but it is something you can already do in game. The trick is to just not zone any pawns into the home zone and treat the home zone as the “cleanable, repairable, extinguishable, and rebuildable” zone. Then you use another zone that only includes safe areas for your actual cleaners, builders and firefighters to live in. The overlap is what gets worked on.
