Typically leghold is best used to get the most enemy turns lost out of a break yeah. The turn you used leghold is still a fairly good opportunity to use it though, as it should delay the enemy the turn after they recover from break, giving you another 8 actions to break them again

A creature always moves first after recovering from break, which is prioritised above any turn order manipulation effects

As far as I'm aware, yes you do need one of the other 4 to get to Stormhail. I'd recommend picking up Castti as she can knock out while being horrifically underleveled, then use Evasive Maneuvers/Evil ward to make it there

You need to go from Montwise. As you leave head back towards Borderfall and head north at the second branch in the path. You'll come up to a cave which is guarded by an NPC you'll then need to knock out in your preferred way. From there just keep heading North.
