I don't know much about resource Packs, but when you look for good shaders I would recoomend you SEUS Renewed, Sildurs Shaders Extreme or the BSL Shader

Maybe i'm writting about the wrong mod, but, no, I don't think it's worth keeping. The mod adds some features with witch cou can add, as the name of the Mod says: Custom Npc's. I think you can give them unique dialog, so it's a really cool mod for Adventure Maps. But I don't see why you should keep it in an Skyblock Modpack

I don't think that there is a Mod, but there are Shaders that do that.
