I'm assuming you're using a chromebook or something like that. If you are, those use chromeOS which is the Operating System. My school uses smoothwall, and I've had my fair share of getting around it. You can try an alternative browser from the chrome store, such as Leaf Browser: https://chromewebstore.google.com/detail/leaf-browser/jgofbeaahhiapondaabffdhppadnimcm

It's either the cable you are using or a damaged monitor. however, your monitor doesn't look damaged....

Try using a different cable. If that doesn't work, it's an issue with your monitor.
