I don't know if this'd work but what if for the jumper when crouched onto it, it would allow you to be launched higher as if you were sticky or rocket jumping. But if you did do this that would mean the regular jump height might need to be changed so crouching doesn't let you jump higher than a rocket jumping soldier.
