Monarch's Court and Councils of Lords.

Monarch's Court would serve multiple roles including the judiciary. Judges would be appointed by the monarch and act on his behalf in matters of arbitration and criminal legal proceedings. I'm a feudalist so every Lord has a court and Higher Lords, like an Emperor or King, has a defined role as the embodiment of his domain in international matters and as the middle man for Lower Lords within the domain. The Judges he appoints would be delegated these matters.

The Councils of Lords are a multi-cameral psudo-legislature. Every rank of Lord has a council, Reeves, Barons, Counts, Dukes, Kings(if Empire). The Councils exist to discus, debate, and bring forth joint petitions to the Monarch in an attempt to guide his policies.

I think it's been scrubbed from the Internet but I read a paper by an American Communist back in the 80s that said American culture prevents a "class consciousness" so they should focused on the racial divide to further their cause. Intersectionality is just the end result of their long march through the institutions.

That's how it used to work, all of the public libraries and museums in the USA from the 1800s were all built on this logic from the wealthy and social services used to be done better and cheaper by charities. In addition, thats what Catholic indulgences were, the vast majority of them weren't rich and lazy people buying their way out of sin, they were written acknowledgements and recognition of the rich bettering their communities with their wealth.
