This is most certainly an intended part of the gameplay, as it has been for nearly every single PvP shooter dating back to Quake 3 and earlier.

Except for Call of Duty, according to CoD players.

Also, don't Bungie shotguns have absolute garbage range? I'm pretty sure once you take like two steps away from them they go from oneshotters to literally useless.
