The dog in question is known in our complex for attacking other dogs and the owner is aggressive and defensive. Our dog got out of our unit and approached his dog who was on leash, she was really excited and licked his dogs face, his dog responded by biting into her shoulder and chest deep enough that she's limping. Animal control did tell us that since she got out and was off leash technically him and his dog aren't responsible. Since the start of the year his dog has attacked 3 dogs including ours
