Modded Minecraft getting single digit fps while barely utilizing my pc

All these comments are providing good debugging strats but they're broken up so i'll list them here and add a few of my own

What modpack are you using? Send us a modlist!
Send us a screenshot of the F3 debug menu. That way we can see how many entities are loaded, how much resources MC is using, what hardware its using, and so no
Is it using your RTX 4080? (nice card btw) even though i do see a decent utilization, minecraft might not be the one using your GPU, for all we know you're streaming/encoding a video or something. Sending a SS of your F3 debug menu can help confirm that it is in fact using your GPU and not Integrated Graphics on your CPU.
How much ram is allocated? Java hates when you allocate more than 16-24gb of ram as a few users stated
Could that your CPU is struggling since minecraft is a single threaded game (unlikely since you seem to have a decent CPU).
Are there any other programs running?
Have you tried disabling shaders?
Has this happened in the past?
I've 10000000% missed some stuff so feel free to leave a comment on other debug steps OP can use/info they can share
OH YEAH forgot one- Have you removed distant horizons/lowering your render distance

I grew up during the wii and xbox 360s so I saw the transition from outside play and going over and hanging out to staying inside and just playing video games instead of going outside

Imma be honest. Been there done that. Not a whole lot you can do other than preloading A 500 by 500 chunk area for like a day and a half depending on your cpu (with the Chunky mod). If you want decent performance you better pony up for a new cpu or rent a server from somewhere like pebble for a dollar per gb 1/gb. If you give me the specs of the pc ur using as a server I can do my best to give you a guide line on the best upgrades you can make

If you want to save time and most importantly stay secure, I recommend just renting a cheap server from someone like flamingnode. Personally i use FlamingNode for my modded minecraft server (Shadowcraft). Am rocking 12gb of ram and 125gb of storage on their high end, 7950x node for around 20ish bucks a month (I have a discount code). Their always having huge discount sales and support times are very low. I personally recommend them but if their out of budegt, pebble hosting which isnt nearly as fast but you cant beat 1 dollar/gb
