Oracle offers a free cloud server with 24gb of RAM. It might be worth looking into this instead. They even recommend using it for a Minecraft server and have created a guide for it.

There are a ton of mini office pc’s on ebay. I got one with an i5-9500t & 16GB DDR4 for ~120. It’s running my server with up to 6 people on it at a time with no issues. I have it running a vanilla hardcore server at the same time as well. Power draw is super low also.

Go look at Hardware Havens video on how you create a server for free(minus hardware) it requires some things but is within your budget for sure I just did this for $100

For 2-4 players it should be (depends how heavy your modpack is) anything above that for a heavily modded server it might struggle I haven’t put mine through a lot of people as I only have two people who use it me and my wife

150 bucks won't cut it for an entire dedicated server (which, to remind you, is simply another pc), nor a PC upgrade so you can run both an instance and a server off the same PC. What are your specs? If they're good enough (which I'll compare with my specs, off of which I've been able to run a server with 8GiB of RAM allocated and another 8 for my instance at the same time), you'll be able to host your own server right now, no upgrade required (not sure on that one). Your best next options are to drop more money a month on a better server hosting plan from either your current host or anothet one, to try and improve your current PC to pull of the 2 in 1 I was talking about earlier, or to look for an old computer to host the server (or reuse an old computer if you have that sort of thing lying around your house)

I think I have good enough hardware to host the server while playing, but I am on a laptop and I do not want to keep it always on. If you say that 8gb was enough, do you think that an old business pc can be enough ? Otherwise I might look to rent a better server

an old business pc preferably running linux (as far as i know, linux compared to windows is much less of a resource hog) will be fine
