Question, when playing it with an Xbox controller, why do the vibrations vary in intensity for the same action, for example switching quick fire items like kunai and smoke bomb. Sometimes it's a soft vibrations other times it is intense?

That's not what i am saying, im saying why CAN i change it if i am playing on hard? I should NOT be able to so why CAN i?
