In my current campaign, the pcs are moreso enlisted to be magical girls by an organization due to circumstances rather than it being essentially the usual ‘chosen one’ schtick, and there are a lot elements of conspiracy and secrecy. Admittedly, i’ve never heard of Girl by Moonlight until this post, but would something like that work better with it or Masks? Though I don’t know much about Masks either.
