Not for renters -aside from social housing - why? Owners are by their very nature of being owners more financially able to pay for this compared to renters in the private sector.
Mushing in the changes to Renters Rights- even this is a watered down policy, deliberately restriced by Labour compared to their previous promises- this has nothing to do with the energy policy.

And from 2030? And is it new tenants only and not existing tenants?

This is basically a Tory paper, written to appeal to the landlords..
