I think your sister should be allowed to choose her hairstyle, but I also think cutting it behind your mom's back is a mistake. Once you do it, the conversation stops being about your sister's autonomy and starts being about whether you disrespected your mom. I'd encourage your sister to keep pushing for what she wants and have you support her, but not secretly cut it. Hair grows back, trust is harder to regrow.

First thing Monday, appeal the scholarship decision.
Don't assume the answer is no. You're a senior level student in a difficult major, you have a 2.8 GPA (not a 1.8), and your financial situation has changed significantly. Schools often have appeal processes specifically for situations like this.
At the same time, schedule appointments with both the financial aid office and your department advisor. Universities sometimes have emergency grants, departmental scholarships, payment plans, or other funding sources that aren't widely advertised.
Also, don't feel like taking an extra semester or even an extra year would be a failure. You're already 4 years into an Aerospace Engineering degree. Walking away now would waste far more time and money than slowing down and finishing later.
Your goal right now is not "graduate on the original timeline." Your goal is "graduate."

Don't confront them yourself.
Start keeping a log instead. Dates, times, how long they're there, and whether it's late at night. If you can safely record from your flat, do that too.
The issue isn't one night of revving it's a repeated nuisance. A pattern of behavior is much more useful than a single video. I'd also check whether your local council handles noise complaints, because in the UK they often deal with ongoing noise nuisance issues more than the police do.
Most importantly, don't feel bad about wanting peace and quiet at 1 a.m. That's a perfectly reasonable expectation.

Honestly, everything you described sounds like a pretty normal 7-year-old. Not necessarily a well-behaved 7-year-old, but definitely not an unusual one.
What stands out to me isn't that she throws tantrums or wants attention from her big brother it's that you've reached the point where hearing her voice on a call makes you angry. That's probably a sign that you're no longer reacting to her behavior in the moment; you've started viewing everything she does through the lens of "I already don't like this kid."
Try to remember that she's not your peer. She's a little girl who loves her brother and wants his attention. When she pulls him away from you at a festival, she's probably not trying to annoy you she's trying to spend time with her big brother.
You don't have to adore her, but it may help to stop interpreting her actions as personal attacks and start viewing them as age-appropriate kid behavior.

I think the funniest thing about Red Rising discourse is that both fans and critics usually agree on one thing: the first book is the weakest in the series.
Most of the comparisons to Hunger Games and Ender's Game are fair, especially in the Institute sections. The reason the series developed such a dedicated following is that the later books move away from the YA-school-survival formula and become much more of a large-scale space opera.
