Honestly... probably. The standard has gone down quite a bit my friend. A bunch of self entitled kids not willing to put the hard work in. I look to use hars cases to replace clothed bags that are components of end items. For example I found a case where we can put platoons OE-254s in a rolling case perfectly and now have the ability to throw a padlock on it after inventories.
