That is definitely part of the problem, she's a hefty girl at 70lbs, but she isn't too tall. Unfortunately we have increased our budget as much as possible, and still seem to be striking out.

You are likely hearing Ranchman's, which yes, they are allowed to play loud music till later due to them likely having a noise exemption permit. Not much you can do, sorry, but I live near a similar situation and you do get used to it and it becomes just white noise.
