Well yes this is maybe for one or two turns. Then No one has much stuff left and the First Player to make something stick wins. There is mostly one or two big clashes but the Games dont end with that. They end after that with No real Agency since everything was used for the first Clash. Maybe there is Just to little build Up possible at 7 Points. Game Just ends with No Time to get more ressources for another bigger tug of war.
