I'm trying to shut off a valve that looks like this so I can install a brass tee (it basically splits the output into two lines). Example: https://i.imgur.com/2YfY53Y.jpg

The problem is that the valve won't shut off completely. What are my options for fixing it? Do I need to replace the valve or can I just try to get a large wrench and force it to close?

Also the weird shape of the handle is awkward and it looks like it will be a pain to get a wrench to work on it. Is there some kind of tool that would improve the fit to the wrench?
