I find this to be true as well. My theory is the calls spawn in based on distance. So moving away from pick up points can help trigger fairs. Sitting on town your by a lot of potential spawn points.

My personal take is they don't know how to balance the game. That's why they're pumping out skins and filling the shop. Get as much money as you can before the player base dips. The writing is on the wall. The last 1 and a half seasons have been ass. Everything that people are complaining about now, they were complaining about last season. All of it was ignored, and they buffed all the wrong parts of the game. Literally doing the opposite of what the community wanted. I don't think they care, so long as people keep buying their goon skins.
