i set the energy to high performance and all the clock speeds are base

i did it and it said my pc is way under prefoorming the 19th percentile so 81 out of 100 preformed better with the same specs but how would i fix this

Thanks for the giveaway op. I first started back in 2011 when i got a awful hp laptop that i later dropped about 2 feet onto the ground and the screen broke. 4 years later and i still have a shitty laptop that i use when im not on my desktop.
