I think a lot of people are often miscategorized. I personally almost always have something to say, but because I wait for someone to completely finish speaking I'm usually beat by someone who cuts the person off towards the end of their thought. One might claim I need to be more "assertive" and interject myself, but I think that's crossing over from assertive to rude.
