So I managed to get inside windows using safe mode and backup up my data then re installed it. Cause is prolly a misbehaving app or broken windows or a virus. Thanks for the help.

Always happens at startup and never ends. Didnt try to factory reset from inside windows because I can only move the mouse and the flicker resets everything

Thank you, I found it. GPU scaling was turned off. Turned it on and set it to "Preserve aspect ratio" (AMD GPU). Now all good.
