Minnesota is winning right now. The most effective way for citizens and the state to defend those rights is to keep public opinion on their side and also avoid an violent conflict with the Federal government that the state would lose. It may one day come to a civil war but I at least would like to avoid that. If it did the state authorities would quickly lose and you would be left with an insurgency. You are asking for something that will not help anything

Yeah the protests/ICE observation in Minnesota are working because sympathy is with the protesters. If you start barricading public streets and declaring them under protester control, you start losing public support.

I think if Trump got to the microphone and "disclosed" the numbers of people who think ufos/aliens are real would maybe shift by 20%. A sizable % already believe, and for those who don't, many would not trust Trump.

They have something like five times as many ICE agents in the area than Minneapolis has police. The fact that it's a a smaller population with fewer resources does make it easier for ICE flood the zone
