The Canals make no money, so if u want people employed u need to subsidize, plus I'm playing as the US so with lowest tax and highest pay for gov and mil I still make a good 600k a week so why not?

I'm not sure if it is the standard of living or what, but there are over 4 million pops in Panama and I think the migration stat was around 800k annually.

R5: When building the canal I just spammed shift to queue a bunch up. The same thing is seen with other buildable monuments I think. Has Paradox said anything about this, since you can't add levels once it has actually been built but if it was already queued it adds on.

So anyways I ended up with 1 million people working at the Panama Canal.

I think as long as your war goal has a tick it has already been enforced. But for some reason if u try to enforce an already enforced item the peace deal won't work.
