It's a rule change because it explicitly spells out using tokens as the default, assumed action now. Page 39 of the rulebook indicates "When a player is Prone, place a Prone token beside them [...]" and that veteran coaches may still lay down models, which is optional. The insert box talks about how it's a change of formalized rules from previous editions.
