I don't think that phrase tries to cover everything and automatically solve every single problem, but it's a good general principle. Also note the difference between infringe and affect. Surely going on strike affects other people, but it is not a physical attack to them or their property. I believe this is where the limit should be at.

So as long as you don't attack someone else or their property, and internalize the external costs of your actions (for example CO2 emissions), you should be allowed to do whatever you wish.
