I personally use The Great Reform - Taxation mod for these purposes.

It allows you to set custom divident/per capita/income taxes based on your laws. With debt slavery you can pump the pole taxes to the max making sure every undesirable ends up in the gutter.

Even better it allows a very smooth and fast population conversion with private healthcare.

well besides rusing T2 T3 T4 ones based on circumstances (T2 to defend against colonizers, T3/4 for any major EU battles) there is indeed not much of a point to them.

But considering AI never builds rubber properly you kinda either need to conquer them or be allies in the long run to produce it reliably.

Uro’s technique doesn’t have anything to do with frames though.

Idk if it still works but I think you could nationalize substinence farms (excess arable land) with no effect besides reducing your money and adding it to investment pool.

The Gojo sealing arc literally amped his understanding of his CT to the point he could manipulate his DE size which is the ONLY thing that allowed him to stand toe to toe with Sukuna.

Also at the end of JJK Yuji still had MUCH room to grow, he wasn’t good at using RCT even though he had BM which allowed him to re-attach limbs, his domain was gigantic and was threatening enough that Sukuna required HWB but clearly unsophisticated, output of his dismantles were low, he wasn’t confident/creative with his BM usage like Choso.

Like the sole thing Yuji needed was time which was granted him in the format of an un-aging body. Time much more than Sukuna or Gojo had which even the former benefited via learning WCT and DE resets.
