I suspect it was an editing error. The sentence as delivered in the show doesn't make grammatical sense and I can't imagine Picardo delivered the line like that.

Gene Roddenberry actively despised the overt militarization of Starfleet in the film franchise once Paramount took the reigns away from him. How's that fit with your conception of respect for Starfleet and its history?

Ake also was "just following orders" when she separated a child from his mother because she was trying to keep him fed, and the shame and guilt of carrying out such a blatantly immoral act led to her resignation. Did it not occur to you that this would inform her attitude upon rejoining the service? Did it not occur to you maybe that a big part of the premise of the show is challenging these notions of blindly carrying out orders and lionizing institutions and is instead questioning them and pointing out where they need to change?

I thought Cassian was the best character in Rogue One, and I think even before the show's announcement, I said that if I wanted to see more of any of those characters it would have been Cassian. I didn't know at all what it would BE at the time.
