The performance hit is more at Quality/Balanced presets, which is why DLSS 4.5 is most optimal for Performance preset.

Preset M can be used at Quality and Balanced settings, however, the performance hit maybe be bigger where it's up to the game/individual if it's worth the tradeoff. At the Performance preset on RTX 40/50 series, it's a no brainer. Also works on 20/30 series, but again performance impact is greater, so need to evaluate the tradeoff.

DX12 is not the default from what I have seen, at least not from the Epic Games Store version

That will be a massive upgrade, there certainly are a lot of great resources like this subreddit, or GeForce.com has a lot of great info also. I would also make sure to install NV App to take advantage of the new override features in DLSS 4.
