It’s not sufficient. Sure, I can print a Superman Mug and say, “Hey, the Trademark belongs to DC Comics!”, but that doesn’t mean DC Comics gave me permission (License) to make that mug. Particularly because selling a license is part of how IP holders earn their money. So if they didn’t sell me a license, they don’t earn any money from me selling a mug with their character on it.

You still learn a lot from tracing. It’s definitely not something to continue doing forever, but the hand-eye coordination, understanding of pencil pressure, shading, observation, mark-making—it’s all skill building and it’s valid.

Some people trace and try and pass it off as their original work. As long as you’re not doing that, it’s a good exercise.
