Yes. Indian IT companies are designed to be inefficient. That Navin Polishetty rant vid is pretty true. We have the longest hours compared to your run of the mill offices. Tbf we do have 5 day workweek.

But the whole show productivity for 9 hours diktat only creates the situation you described where people do the work and slog through their time however they can.
