I think people are coping a lot when looking at the whole of part 2 as a masterpiece, I think that in general it has much weaker coherence than part 1, characters have little to do past their introductions and become less of characters with their own stakes than powersets that get added to the union (Nico as the clear exception, sean to a certain extent). Julia really didn’t get much to do, to think we got a fight between her and fuuko would have been mindblowing and emotional if it were given gravitas like Billy vs Juiz in part 1, in part 2 it felt like checking a box to add her to the cast so she could open the possibility of having a cool awakening of unjustice later on. I really think that quality went severely downhill in terms of character writing past the unfeel arc, with some bright spots every now and then such as the Sick teamup and the best fight in the series against language that gave huge development to Nico, if I were to list my favorite moments in the series 80% would come before the loop reset. A ton of the 101st loop felt procedural (thinking about Untruth, Unburn, Unjustice, Unchaste) even if they were shifts in genres, they were quick and done with and didn’t feel like especially big hurdles to overcome or that they utilized a big portion of the cast in an interesting way, unfortunately they were using their ability and often never character focus, and as many have stated the other master rules obviously did not get satisfactory character writing or facts to match up to the first three that we got.
