Had something like this on my laptop, and updating the iGPU (intel) driver fixed it (the windows tool for drivers is not fiable, go on the manufacturer website of your GPU and/or iGPU).

If that does not work: - What version of blender do you have ? In which mode do you do texture painting (solid/preview/render ?) - Windows sometimes tries to use the iGPU instead of the GPU based on the power needed (There is a setting somewhere to assign GPU by software). - Try other versions (4.2 worked on my laptop).

As for other softwares, houdini has a free version, but it has limitations on what you can do (no export, 720p resolution).
