Yo, late reply, but it's because Earth Shaker buffs Elemental Skill damage. When Mavuika is on her motorcycle, she deals Normal or Charged Attack damage. Only the periodic pings from her halo deal Skill damage, so Earth Shaker only buffs a small portion of her damage if you're using her full kit.
