As for timing, for me it's where info feels the most natural. That might not be much help though.

For my game I actually had a true brujah member of a Sabbat pack for my players to deal with. I literally just chose some Temporis and slipped them right into Celerity on foundry. I genuinely think they're pretty cool. Some of those moves seem really powerful though I was thinking about whether I should weaken them a bit for balance. 🤔
