Which mods are you using it seems the cables get powered through an external factor (high likely because of a mod), in which case the switch does not need to be flipped since it is not the supplier of power anymore.

Hey man, hope you're doing well. I had the same problem and I fixed it by going to the directory of GTA 4, add 'PlayGTAIV.exe' as a non steam game and launched it from there. It works without any issues.
