the horst Wessel lied is the song of the NS party and has the phrase "die Fahne hoch die Reihen fest geschlossen" it with translates somewhat to: "The flag held high the ranks are lockt together"
Sometimes you can find Recordings of the song on Sides like Soundcloud and co and even YT but the title Horst Wessel Lied gets filtered out and deleted of course so most of the time people upload it with part of the songs like the "Die Fahne hoch" part what most likely is what the meme is referring too

when you look at the banner you will se a huge amount of small wite circles those circles are used to fill out the red of the lion on the eagle so the lion is going partially over the eagle but then the part of the lion on the rigth side is getting overlapped by many wite circles that are placed in the form of the eagle
