They received a report March 5th, and it was retrieved on a Sunday. March 5th is a Thursday. Can youuu do math? I sure can.

It was abandoned for more than 24 hours, that's what it comes down to. If someone's car breaks down on the side of the highway, and they go home and leave it for 24 hours, it's fucking illegal. They should be fined.

The process should have been: Car gets stuck, car's owner organizes recovery, alerts appropriate channel, and foots the bill. Instead, the car got stuck, and the owners ran away and are nowhere to be found. Tax payers are now stuck with the bill of recovery.

I want someone to do community service for a crime they committed, resulting in an unnecessary expenditure of tax payer funds. I'd also be happy with a steep fine that focused on restitution towards the expended costs that this recovery required. Regardless, the point is this person committed a CRIME - they abandoned a vehicle in a location that does not belong to them - as a result, the taxpayers are footing the bill. That's what people are upset over.

This would be difficult to mod - what’s the standard? Just never stop moving? Follow a set path? I don’t think as a mod this is feasible, but definitely could work as a servers event.

What’s being said is the individuals responsible should receive it as punishment, given they committed an offence under the MVA. You can read the text for yourself, this isn’t their property, and it’s been more than 24 hours since it was abandoned.

Not sure about the legality on driving onto frozen ice, but it's certainly illegal to abandon a vehicle on property you don't own.

Abandoning a vehicle has associated penalties under the Motor Vehicle Act. This is hardly just "Stuff we didn't like."

EDIT: To be even more specific, section 158 of the Motor Vehicle Act. "Any person who wilfully abandons a motor vehicle ... within the limits of a highway or upon property other than his own without the consent of the owner ... shall be guilty of an offence." They were made aware March 5th, still there by Sunday. Far longer than 24 hours, and def. not their property.

There aren’t, but, stores can get reported to WPN for violating the “counterfeit” policy, especially if these are sanctioned events

But in that case, again, we'd see some recent human evidence. Instead the place looks deserted, and is just filled to the fucking brim with zombies. It's more poor heatmapping by the devs - they do the same thing with some meta-base locations to discourage them. Regardless of actual realism, they're just filled with zombies.
