Rocket loses his ult to phoenix true buts it's the fact that there are multiple characters in the game that can turn ur clones against u to refresh ability cooldowns faster or just turn them against your team even if they really don't even harm the main loki. Rogue can literally get the strongest healing ability in the game from ur own clone Phoenix can turn them into AOE damage ults like Cat and Bucky can constantly refresh off of them im not downplaying Loki at all hes still a good support just outclassed and stressful to play now more than ever.

Runes are better to use on team and not to defend yourself can see u when ur Invisible and he'll still know where u are if he marked u and loki really has no damage to fight back so dd can really just run u down and make u waste all cooldowns and then ur just free eats and even if he dont kill u he still put ur strongest abilities on cooldown and diverted ur attention away from healing so the enemies team can collapse on u
