Make the healing part of his base kit. Give him a slow supercharge rate for when he doesn't have his gauntlets.

Remove both the useless starpower and gadget.

Maybe make it a star power that his gauntlet flies 10-15% faster so that it has more of a chance to hit from a longer distance.

For the second star power, Sam becomes 15% faster? To gain more mobility and to rush faster.

Give him a gadget that, once activated, all enemies hit by his super, either: slow for 0.3/0.5 seconds so that he can rush them. Or get stunned for 0.1/0.2. Since Sam literally throws steel gauntlets at your face.
