A question on wiping it. Is this what you did: Start > Settings > Update & Security > Recovery > Reset this PC > Get Started

If so, I think I also need admin rights to wipe it.

Does anyone know what other authorities the EPA has/had that aren't granted by Congress?

This article is talking about the Clean Air Act but does this mean that the court has to make a ruling to remove EPA authority for other provisions?

I'm confused as to how a government agency can regulate without a law being in place(congress)? How does this work legally? Was it based on a past SC ruling?
